I assume you are talking about how to calculate the required elevation above the ground for an emission point in order to meet a NOx or hydrocarbon limit? Normally, this is accomplished by placing a set of assumptions into an emission model, such as SCREEN2 or BREEZE. These models will calculate the concentration at a certain distance from the source, based upon the the assumptions placed in the model. One of those assumptions is stack height. Various stack heights can be determined until the final concentration is reached at a certain distance from the source. Usually, this is at the fenceline of a source.
