Deforestation causes flooding because of erosion from the loss of plants to absorb water and root systems to hold the soil together.



Grazing herds of animals can also increase flooding for the same reason, that vegetation is lost.

Building any structure or putting anything of value in an area known to flood would be the all time activity. If you own land on a flood plane that insurance won't cover for flood damage don't build anything there or put anything of value there.
