It's a matter of your local by-laws (or bye-law for the UK).

When I googled this issue : uk "noise pollution" laws construction

I found that Lambeth council and Tower Hamlets specify 8-6 Mon-Fri, and 8-1 on Sat.

7am seems a little early. Check the list of councils I've sourced and give them a call.

Many sites will push the limits on by-laws until complaints are made. They *know* they will get caught, but until then they can get more work done, thus make more money, and the fine is probably comparably nominal.

I would expect workmen and diggers to start very early. The planners dont give any thought to anyone living nearby, or the disturbance they cause.

Im woken up about 6am every week when the binmen come to empty everyones bins. They are shouting to each other and slam and bang the bins about as if no one is asleep.

Anytime. If it was an emergency would you want them to wait until 8 o'clock.
